one could read that like "the packager could hardwire a /srv location
into the package, he just needs to hide it from rpmdb".

Maybe better:

"It is important to note that a Fedora package, once installed, and
 run by a user, can use /srv as a default location for data according
 to the user's input. The package simply cannot own any directories or
 files or otherwise assume any predefined hierarchies under /srv."
