[Fedora-packaging] README.Dist is preferrable to README.Fedora

It is not an obligation it is a recommendation. And it is in general
both more accurate and help others reuse spec files. There are many
packages using README.Fedora in fedora, and what debian does is not
necessarily to be copied.
