[Fedora-packaging] OSGi Packaging Changes

Hi *,

I have put OSGi guidelines in the draft category [1] right now. (I'm
not sure if it was the right place for this kind of document)

It's a document to prepare the guidelines, discuss the way to go and
give an overview of the changes needed to accomplish OSGi automatic
Provides and Requires.

Comments, corrections, idea or whatever else are welcome.
