I'm of the opinion that openmpi is packaged very... poorly. I'm not
happy about it. I've tried to bring these issues up with the maintainer,
but he has a very set world view about such things, and that world view
conflicts with the Fedora packaging guidelines.

I'd suggest that you consider escalating this to FESCo, as they are the
appropriate entity to look into issues like this.
