%{fedora} macro is the *fedora* release, for EL, the corresponding macro is %{rhel}.

In your case. you could use something like:

%if 0%{?rhel} >= 4
%patch1 ...
%endif

%if 0%{?rhel} >= 5
%patch2 ...
%endif
