FC3 perl update coming

Apparently a FC3 perl update was pushed yesterday, and due to a rel-eng 
problem is clashing and blocking updates on x86-64.

Built test packages with the security fix and other stuff.

Rob indicated that the FC3 package above actually does NOT fix the FCGI 
problem.  Can somebody investigate?
