The way I understand it, we had mod_perl 1.99 for *years*.  Since 2 is 
incompatible, doesn't it make sense to keep FC3 compatible with 1.99?

A bugzilla process used by the company is broken.  This will be fixed 
soon, but in the mean time it can't be unlocked.  Sorry about the 
inconvenience.  You personally are able to see it right?
