Enables LDAPS

Changelog
* Adds perl(IO::Socket::SSL) to the build requirements list
* Adds perl(IO::Socket::SSL) to the requirements list
* Clears the lib/Net/LDAP/DSML.pm executable permission
* Corrects the last changelog entry
* A couple of other minor changes
