perl-Pod-Readme has explict "Requires:" listed for modules only needed at build
time...  These should be dropped.

Requires:       perl(Test::Pod) >= 1.00
Requires:       perl(Test::Pod::Coverage)
Requires:       perl(Test::Portability::Files)
