The problem is that perl-Catalyst-Manual is selected from repository "fedora",
not from "updates-newkey".
The latest version, available in updates-newkey, is
perl-Catalyst-Manual-1:5.7016-1.fc9

I'm tossing this to component "yum".
(Perhaps yum is not able to notice the epoch change?)

Kent, could you please add the ouput of
rpm -q 'yum*'
