There is a 'seaudit' tool that is part of the setools-gui package,
possibly you could extend it in some way.

Higher-level tools that make the policy more accessible to typical
admins are always welcome. Not sure if any of them fall into the
"simple" category. Take a look at setools-gui/setools, slat, and
polgen, and think about what you would want if you were administering a
SELinux system.
