HOME_DIR in apache.fc

HOME_DIR is expanded to all user home directories
by the genhomedircon tool. It's an interpreted pattern
(despite having no distinguishing characteristics of
any kind, which is a mistake).

No..those are policy types and attributes, which have
nothing to do with regexp matching for labeling.
