The setsebool command should fix this too.

The allow_execmod boolean defaults to true, but due to a spec file issue
from a while ago, the updated /etc/selinux/targeted/booleans file was
installed as .rpmnew, thus not giving you the new default value of true.
I believe this issue is fixed now, so new FC4 installs will work as well
as FC3->FC4 final.
