Yes, I will put them back in tonight.  Tried to remove them since they 
are unused, but any policy modules built with policy_module(XYZ,) macro 
will require them.  Hopefully we can fix this in when the policy compile 
generation tools are rewritten.  IE Have the compiler figure out the 
requires versus a human or gen_require macro specifying them.
