rsync can't write to /var/run/rsyncd.lock

Interestingly, rsync does create the file with the correct context,
rsync_var_run_t.  restorecon, however, wants to change it back to
var_run_t.  I'm guessing it got changed by the automatic relabel when I
installed the new policy.
