lost the GNOME panel, how do I get it back?

Installing gnome-panel-2.2.0.1-9.i386.rpm from the Severn Disk 1
recreates a panel _at the top of the screen_ similar to the one in

(gnome-panel-2.3.6.2-2.i386.rpm):
