Whooa horsie, if you do a rpm -q --whatprovides, you'll notice that
redhat-config-httpd provides 'apacheconf'. This trick is often used in rpm's
to obsolete, replace & provide old packages (to keep old dependencies sane).

No need to bugzilla for that
