There is no "bug".  There is a missed opportunity for optimization.
Nothing which would justify any kind of emergency update release etc.
No real program but benchmarks will really notice this, no program does
1,000,000 calls to stdio functions and expect this to be fast.  Any
non-threaded program should in any case use the *_unlocked() variants.

Anyway, the change to appease the benchmarks will be in whatever new
rawhide version there will be and if/when there is a glibc errata for
FC1 it'll be included, too.
