That is NOT what the original poster wants. He wants to _change the 
behaviour_ of the mouse click on the Window frame. Unfortunately
the answer is "no, you can't"... AFAIK. 

If he had Sawfish installed, however, he would have this option in 
changing the window behaviour.
If you check previous posts by others in this forum, you'll see that
this 'lacking option' is one of the downpoints of Nautilus.
