Adding a package to the distro proper (possibly OT)

I believe the "official" way is to file a Request For Enhancement in the 
Red Hat Bugzilla: https://bugzilla.redhat.com/
i.e. create a new "bug" with product=Fedora Core, component=distribution 
and severity=enhancement.

You could also submit the package to fedora.us, see instructions at 
http://www.fedora.us/wiki/PackageSubmissionQAPolicy
