Because, say, you are booting in a meeting and beeping is distracting.
Because you are watching a sleeping baby, and everyone knows you do
NOT WAKE A SLEEPING BABY.  Because...  I would suggest that the
reasons are endless.  It so obviously should be configurable; it seems
to me just as obvious as that the default should be beeping to help
enable initial blind/vision-limited installs...
