Yes, known bug. See

(I think it already existed in RH9: A friend of mine installed it and
ran into the same problem) As you can see Redhat-config-securitylevel is
a big issue in the list and fedora are aware of this:

Please take a look at the other replies to your mail, because completely
disabling the firewall may be dangerous.
