What's the relevant output in BUILD/cryptsetup-0.1/config.log after it
fails?

Yes:

$ rpm -q device-mapper
device-mapper-1.00.07-3.1

I'm hoping Red Hat will treat them as Core packages, but if they
don't, then yes; I'll submit them to Fedora Extras.
