YUM only installs 1 of 413 updates

This is a older IBM ThinkPad 600E with a plain FC2T1 stripped most non-essensial packages to save space.
Then upgraded with the FC2T2 cd's.
So I did not do anything actively to select enforced mode.

But, frankly what is the default enforcing mode ?
