YUM only installs 1 of 413 updates

Very repeatable on my system.
I have run
yum -y update kernel
yum -y update yum
and yum are now version 2.0.6

Last I tried I was down to 1/408, so it seems to complete one upgrade at a time.

I will try up2date if it uses the same cache directory
/var/cache/yum/development/packages
