Hotplug is getting called here (kernel .326) with the $ACTION=add, I never saw 
the scripts get called with $ACTION any different: on this machine the 
scripts are not called at all on removal (you have to cook any removal script 
dynamically in the plugin script).  Interestingly a friend with SuSE does get 
his hotplug script called both on insertion and removal.
