Sloppy. If you want people to change their practices you should start by
informing them correctly.

Correct. This will render a kernel similar to the shipped binary
version. The -bp example was probably meant to be an example of how to
setup the build tree if one wants to build a custom kernel using make
menuconfig or the like.

For such a setup one would run the command against the spec file:
rpmbuild -bp kernel.spec
.
