My proc/bus/usb was not mounting until I "notted" this line from
/etc/rc.sysinit
[ -f /proc/bus/usb/devices ] && mount -t usbdevfs usbdevfs /proc/bus/usb
! [ -f /proc/bus/usb/devices ] && mount -t usbdevfs usbdevfs /proc/bus/usb
After that lsusb and usb devices started working again.
rpm -q initscripts
initscripts-7.73-1
At least on my system
