Service CPUspeed errors

Thanx Mathieu, that solved the problem. The service now loads bringing
up all the necessary modules.

Actually there is no mention anywhere under /Doc/cpu-freq/ about a
configuration file. Only references to the governor files and their
place under sysfs. (Maybe something should be mentioned)
