If you have the kernel source for 2.6, read
arch/i386/kernel/cpu/cpufreq/Kconfig otherwise you can read it here:
http://linux.bkbits.net:8080/linux-2.5/anno/arch/i386/kernel/cpu/cpufreq/Kconfig@1.15?nav=index.html|src/|src/arch|src/arch/i386|src/arch/i386/kernel|src/arch/i386/kernel/cpu|src/arch/i386/kernel/cpu/cpufreq

So to answer your question, no it isn't for laptops only.

Never attribute to malice that which can be adequately
                    explained by stupidity.
