afaik

you can not use  -i  if an older package is installed
in this case, xorg-x11 is not installed,    -i  should be ok

you can use  -U  for updating installed packages or installing a new package
-U xorg-x11 is in this case  -i

-F  freshen is the choice if you will only freshen *installed* packages
eg.
rpm -Fvh /path/to/development/*
