Closed HTTP port 80 - Can not open it

Here is the shell output....

[root at www root]# iptables -L
Chain INPUT (policy ACCEPT)
target     prot opt source               destination

Chain FORWARD (policy ACCEPT)
target     prot opt source               destination

Chain OUTPUT (policy ACCEPT)
target     prot opt source               destination
[root at www root]#

Looks like the firewall is off.
