Thank you very, very much for your response.  That solved the problem. 
I guess this tells me that Fedora sucks a bit more juice than some other
distros (more evident in KDE).  

Or, maybe it's really telling me that it's time to fork out cash for a
new computer! :)

Run 'gconf-editor' (System Tools -> More System Tools -> Configuration
Editor) and navigate to apps/metacity/general then check the box next to
"reduced_resources"

That will disable all window animations and make the window drag a
wireframe.
