Because the devices under /dev are called special files - they are block
or character device files.

/dev/s* are typically SCSI device files

[root at thomas ~]# ls -l /dev/dvd /dev/cdwriter /dev/cdrom
lrwxrwxrwx 1 root root 4 Nov 5 14:10 /dev/cdrom -> scd0
lrwxrwxrwx 1 root root 4 Nov 5 14:10 /dev/cdwriter -> scd0
lrwxrwxrwx 1 root root 4 Nov 5 14:10 /dev/dvd -> scd0
