Yes, there was a notice about FC3 being released.

I think the poster was more concerned about the volunteers who have spent
their time testing the FC3-test series and would now like to stop testing
and stay on FC3 final, at least for a while.

I don't remember any post on the fedora website for instructions on how to
do that, nor on this list.
