Updated policy ready for testing

An updated policy selinux-policy-targeted-2.26 is being released for 
testing.

This release the following problems:

- Add mta.te so that squirrelmail will work.
- Fix ntpd to allow reading of mtab file
- Fix communications with mysqld
- Add new allow rules for httpd_t to write sys_content.
- Cleanup some of the te files for easier merging
- add mysqld.te
- Allow apache to read bin_t link files
- Add a couple of tunables to turn on NFS support and hide_broken_symptoms

Please test with squirelmail and mysql and NFS served pages.
May require a relabel to work properly.
You can touch /.autorelabel and reboot to get properly labeled (This 
will remove any customized labels).
