Building rpms for FC3 ?

Q that I didn't see in your Contribs URL (at first glance)..

If one were to want to build RPMs for submission to the project.. should they 
only do so against a fresh CD-ROM install.. Or against a fresh install that 
has just been fully patched? 

If the former.. I could create a disk based image of my system that I could 
restore from each time I wanted to do a new build candidate.

Just curious in what you all see as the "best practices" out there...
