Installing devel rpms with non matching user and group.

Not sure what the problem you are having is - but 'rhgb-0.16.1-1.FC3'
is already part of FC3 updates (perhaps not all mirrors). You might
just want to install it from there.. (try yum update a few times till
you get it)
