Halt or Poweroff not powering off box.

Another change to look for is how poweroff breaks wakeup on interrupt
between FC2 and FC3test3.

I miss being able to "poweroff" my test box then send 
a wakeup packet to have it boot.

I suspect the change is in the same general set of code
as the original question.
