Yum looking for wrong file

assuming i386 tree:
http://download.fedora.redhat.com/pub/fedora/linux/core/development/i386/repodata/

are you mirroring everything in that directory?

/var/cache/yum/development/
does the primary.xml.gz and repomd.xml in the local yum cache match
the real mirror and your local mirror?
