Connect by ssh only as root

1. Check if you are allowing users to log in 
2. Check /etc/ssh/sshd_config or its variant
Try connecting using -vv (very verbose) and look at the logs or the
debug printouts

Btw, you really should not permit root logins.

eg: PermitRootLogins no
