Accents Not Available

I'm experiencing a similar thing in AbiWord in fc-3 - but different.
I use to get (in fc3) special characters via

ctrl-alt and then the hex keycode.
It's not working for me now.

Use to work in balsa/gedit too, and now isn't.

The international keyboard with dead keys though does work for me.
