Very slow network performance

I had these problems in older RH releases and FC1.  All using various 
3com cards and the kernel provided drivers.  Haven't had the issue since 
upgrading to FC2.  I would be very interested to know what the problem 
is, as you surely know it can be QUITE annoying.
