Bugzilla: fc6tst2 or devel?

I think that it makes the most sense to file bugs during the test phases 
against whatever test phase is currently underway. The devel bugs are 
too general and it does not seem that you could segregate the bugs any 
other way but the date filed and when it was resolved.

If it is just as easy to look for outstanding bugs filed against devel 
that were bad when the test media was distributed, either way would be 
acceptable. I feel that some bugs will make it into FC6 final if they 
are only filed against development. Filing against the test phase should 
give a tally of bugs outstanding easier.

When I file bugs, I file them against the test version phase that I am 
running and it is usually closed as fixed in rawhide. I guess those that 
are responsible for fixing the bugs could determine which method is 
easiest for them to deal with.
