No, because there is no telling what might happen with a missing FS.

Tru64 Unix does this (prints an error and keeps on booting) for missing
FS and it is quite annoying when there is a problem.  The system may
start scribbling over things it shouldn't, processes doing things they
shouldn't because config files are missing, etc.
