File a bug against firstboot and I'll reassign it if necessary.  Looks
like anaconda's setting it up correctly (examine
/mnt/sysimage/etc/sysconfig/clock and /mnt/sysimage/root/anaconda-ks.cfg
before rebooting) and it's getting changed later.
