Shy Applications

Has anyone else noticed that applications are now opening behind
everything else?

I strace'd system-config-network because it appeared to be non-starting,
except it was starting.  After the third or four attempt to start it, I
noticed a flicker on the screen of the system-config-network window, and
found it hiding behind the gnome-terminal window I used to start it.
