lvm import problems

I have a external usb drive that uses lvm, I can mv it to another box.

run:
vgscan
vgchange -ay

then mount the dir and add them to /etc/fstab

However, on reboots it doesn't keep the settings.

Any ideas?

I've tried vgexport/import vgmknodes
