Faster network?

I saw this in my file archives, and think the contents are something I
read to make your network/machine a little faster.  If so, where would
this be set to?  rc.local?  a sys file somewhere?

Below is what the contents of the file are...

ifconfig eth0 mtu 1500
echo 256960 >> /proc/sys/net/core/rmem_default
echo 256960 >> /proc/sys/net/core/rmem_max
echo 256960 >> /proc/sys/net/core/wmem_default
