Yum repos configuration for rawhide?

To track rawhide, it is best to disable core and updates, and enable
development.  Possibly enabling extras-development as well.

You can sometimes get away w/ having updates enabled, early in the
process this makes sense, but as rawhide diverges the FC5 updates won't
always make sense in a rawhide world.
